Step 1. Research options.
First things first, I am leaning to go into Photoprism but it's worth the quick search on the internet to see if there are any other open source solutions to a google photos clone that has similar or better features added. I really found the FOSS Photo Libraries github site a pretty useful resource for a nice comparison between options.
The current options are:

After researching all options go with a choice.
